Abstract: This study outlines recommendations for general GHG inventory development and specific issues related to the preparation of GHG inventories in the waste sector in developing countries. The main ones include: The institutionalisation of the system, by developing and agreeing processes to avoid ‘starting from scratch’ whenever an inventory is prepared. Together with adequate documentation of assumptions, data sources and calculations, this greatly facilitates inventory reparation for each BUR and National Communication. Conducting key category assessment to consequently allocate resources and efforts to the most relevant categories. Using IPCC methodologies and default values to gapfill missing data. Ensuring time series consistency in the transition from one source to the other, if different data sets are combined; and Improving the quality of the inventory as part of a continuous Quality Assessment / Quality Control (QA/QC) process, that should include an inventory improvement plan.
