Abstract: This Request for Quotation outlines a 2-day hybrid training programme in Nairobi, Kenya, designed to strengthen the capacity of national and sectoral stakeholders in climate and carbon data systems management. The training focuses on carbon markets, MRV (Monitoring, Reporting and Verification) frameworks, NDC (Nationally Determined Contributions) reporting, and integration of carbon data into national climate data platforms. Implemented by the Estonian Centre for International Development (ESTDEV) in collaboration with GIZ under the Data Governance in Africa Initiative, the programme addresses critical gaps in climate data infrastructure, reliability, and accessibility that currently limit the effectiveness of climate action and carbon market participation across Africa. The training builds on lessons from existing climate data use cases, including Kenya's National Carbon Registry and Climate Change Knowledge Portal, ensuring alignment with national priorities and practical implementation needs.
