Abstract: This five-year Strategic Plan (2018?2022) by Kenya?s State Department for Development of the Arid and Semi-Arid Lands (ASALs) charts a roadmap to unlock the development potential of Kenya?s ASAL regions, which cover over 80% of the country?s landmass. It articulates four Key Result Areas (KRAs): coordination of ASAL development, resilience building, socio-cultural integration, and governance. The plan is aligned with the Constitution of Kenya, Vision 2030, Sessional Paper No. 8 of 2012, the Big Four Agenda, AU Agenda 2063, and the Sustainable Development Goals (SDGs). It outlines priority strategies including livestock value chain enhancement, drought risk management, cross-border cooperation, inclusive governance, and climate adaptation interventions. The plan features an implementation matrix, resource mobilization strategy, M&E framework, and risk mitigation measures.
