Abstract: The Kenya Urban Sector Background Note investigates the growing intersection between urbanization and climate-related disaster risks in Kenya. It states that 28 percent of Kenya?s population resides in urban areas, a figure expected to rise to 48 percent by 2050. Urban areas face increasing exposure to hazards such as flooding, drought, heat stress, and landslides. Informal settlements are particularly vulnerable due to poor infrastructure and inadequate planning controls. The note maps hazard zones across urban centers, identifies resilience gaps in policy and governance, and proposes adaptive planning tools. It recommends strategic approaches including compact urban design, nature-based solutions, and harmonized legislation. Using rainfall anomaly projections, urban heat modeling, and case-specific fiscal assessments, the note underscores the urgency of building climate-resilient cities. It also highlights institutional bottlenecks and the need for stronger coordination mechanisms across urban agencies and county governments to foster inclusive climate adaptation.
