Abstract: This 15th edition of WASREB's Impact report evaluates Kenya?s water services sector performance for the 2021/22 financial year, focusing on regulatory compliance, access, efficiency, and operational sustainability. Covering 92 utilities (88 public, 4 private), the report assesses water and sanitation access trends, utility governance, and key performance indicators (KPIs) such as non-revenue water (NRW), cost recovery, and service quality. While water coverage increased slightly to 62%, sewerage coverage stagnated at 16%. NRW remained high at 45%, translating to KES 11.2 billion in lost value. The report includes county-level comparisons, governance scores, creditworthiness indices, and utility rankings, with Nyeri Water and Sanitation Company emerging top. It also reflects on the sector?s alignment with national goals (Vision 2030, SDG 6) and emerging regulatory instruments like the NAWASIP and Water Services Regulations 2021. Special attention is given to inclusivity, pro-poor indicators, and climate-resilient planning.
