Green Windows Of Opportunity In The Global South

Abstract: This working paper explores how green technology transitions create catch-up opportunities for Global South countries. It applies a framework from China?s experience to seven green sectors: solar PV, wind, bioenergy, EVs, CSP, biofuels, and hydrogen. Four country response scenarios are defined. Drivers of success include R&D investment, market creation, sectoral planning, and firm capacity. Missed opportunity cases and active intervention strategies are discussed. The report offers policy blueprints, comparative sectoral analysis, and innovation system evaluations for latecomer countries.
