Abstract: This framework by the Communications Authority of Kenya provides sector-wide carbon mitigation strategies targeting telecom and postal sectors. It includes guidelines on smart buildings, renewable energy sourcing, and infrastructure sharing. It calls for annual emissions reporting using the OSCAR platform and aligns with EMCA and the Paris Agreement. High-emission sources such as data centers and packaging logistics are addressed, and international standards from ITU and ISO are localized for national application. The framework sets a trajectory toward net-zero targets by 2050.
