Abstract: This report supplements the OECD?s Effective Carbon Rates 2023 study, focusing on CO? emissions pricing in Kenya. It reveals that 94% of emissions were priced in 2021, mostly through transport fuels, yet 80% of Kenya?s broader GHG emissions remained unpriced. Sectors like agriculture and industry lack carbon instruments. The document presents pricing thresholds, sectoral breakdowns, and fiscal policy implications, serving as a baseline for expanding Kenya?s carbon pricing ecosystem and supporting transparent climate finance systems.
