Abstract: This national strategy outlines Kenya?s Behaviour Change Communication (BCC) framework to accelerate the adoption of clean cooking solutions and help achieve universal access to modern energy cooking services by 2028. Developed by the Ministry of Energy in partnership with GIZ and other stakeholders, the document identifies key behavioural barriers and communication gaps that limit the uptake of improved cookstoves and fuels. The strategy targets both primary users?especially rural and peri-urban women?and secondary influencers such as men, policymakers, private sector actors, and community networks. It sets out a multi-level communication approach that blends above-the-line (radio, TV, SMS, social media) and below-the-line (roadshows, CHVs, women?s groups) tactics. The rallying call ?Upishi Bora, Afya Bora? forms the thematic anchor for the strategy, which is structured around seven implementation pillars including messaging, partnership-building, private sector engagement, and monitoring and evaluation. The framework also provides a SWOT analysis, audience segmentation, message pre-testing, media channel analysis, and a three-year behavioural outcomes target.
