Abstract: This synthesis report reviews the performance, investment prospects, and governance gaps in Kenya?s oceanic and inland blue economy sectors. It covers fisheries, marine transport, aquaculture, coastal agriculture, tourism, and inland waterways. Based on field surveys, institutional interviews, and literature analysis, the report identifies fragmented legal frameworks, limited coordination, inadequate spatial planning, and poor enforcement of sustainability standards. Environmental degradation, climate vulnerability, and exclusion of coastal communities from decision-making are recurrent challenges. Recommendations include adoption of marine spatial planning, ecosystem-based governance, integrated coastal zone management, and targeted fiscal tools. The report suggests aligning sectoral plans with national development blueprints and SDG 14. It also offers strategies for scaling private sector investment, strengthening institutional mandates, and enhancing inter-agency collaboration across county and national levels.
