Abstract: This policy brief maps the transition required to achieve a toxic-free and circular textile system within Europe. It critiques current production models based on fossil-derived synthetics and toxic additives and outlines legislative gaps around REACH and recycling quotas. The document recommends EU-wide bans on hazardous substances, mandatory eco-design protocols, extended producer responsibility, and traceability frameworks like battery-style passports for textiles. It provides strategic interventions across the textile value chain?from design and production to disposal and end-of-life?highlighting best practices, stakeholder roles, trade dynamics, and the disproportionate burden placed on recipient countries in the Global South due to the export of unwearable, low-quality textile waste.
