Abstract: This paper synthesizes findings from hazard perception studies in Kenya, Rwanda, and Tanzania to understand barriers to early action despite early warnings. It highlights low trust, poor dissemination, lack of localization, and inadequate community capacity as key issues. The report calls for community-led systems, integration of indigenous knowledge, and inclusive communication. It recommends strengthening preparedness, school-based dissemination, upstream-downstream networks, and meaningful engagement of persons with disabilities in warning system design.
