Abstract: Using the TEAM-Kenya model, this brief outlines four transport development scenarios?Electric Dreams, Omoka, Kujinao, and Streetfighting?crafted through multi-stakeholder collaboration. Each scenario reflects varied policy ambition around public transport and e-mobility. The Omoka scenario yields the greatest emissions reduction and equity gains. Quantitative modeling shows Kenya can meet its climate targets while improving access, provided that investment flows and policy coordination intensify. Recommendations call for international finance support, integrated planning, and transport sector reforms to accelerate climate-compatible pathways.
