Abstract: This paper audits forest policies from 1968?2014 using paradigmatic analysis. It compares Kenya?s shifts from state-centric to participatory management in Session Papers, Forest Acts, and 2014 policy reforms. It links policy shifts to improved forest cover, inclusion, and ecosystem thinking while flagging elite capture and fragmentation challenges. Recommendations include institutional reform and climate-ecosystem alignment.
