Abstract: This review assesses Kenya?s implementation of rural water regulation per Wasreb's 2019 guidelines, noting fragmented service delivery and the need for professionalized models. It outlines 11 processes for transitioning to regulated services, including county governance, performance monitoring, and subsidy design. The report draws from stakeholder engagements and county-level case studies in Turkana, Kakamega, and Garissa. Challenges include legacy infrastructure, elite capture, and policy misalignment. It recommends incentive structures, technical coordination, and clarified roles to accelerate progress toward equitable water access.
