Abstract: This case study unpacks Kenya?s historic plastic bag ban, offering lessons on strategic policy reform in contested sectors. It chronicles a 12-year trajectory from failed regulatory attempts to the successful 2017 ban, emphasizing political windows and smart governance. The reform leveraged a legal amendment empowering the Cabinet Secretary to classify and ban pollutants, bypassing industry resistance. Interviews with NEMA, UNEP, civil society, and former officials reveal that strategic timing, multi-level coalitions, and strong leadership enabled the policy?s success. Post-ban analysis shows a 93% reduction in thin plastic usage and improved environmental perception. The document outlines principles of development entrepreneurship and maps stakeholders? roles in enabling reform. Key recommendations include aligning technical solutions with political feasibility, embedding accountability mechanisms, and sustaining reforms through inclusive coalitions and fiscal innovation.
