Abstract: This summary report synthesizes how IGAD member states?Kenya, Ethiopia, Uganda, South Sudan, Somalia, Sudan, Djibouti, and Eritrea?integrate human mobility into green economy and climate policies. Drawing on 24 national policies, NDCs, NAPs, and NAPAs, it identifies challenges and opportunities related to migration, displacement, and diaspora contribution. The report explores the contributions of mobile populations to green jobs and ecosystem stewardship, while noting limited policy coherence and weak engagement mechanisms. Emphasis is placed on collective farming, clean energy entrepreneurship, and circular manufacturing led by migrants and displaced persons. Strategic recommendations include formalized cross-border labor agreements, diaspora investment targeting, and mainstreaming mobility into climate resilience planning. The study calls for capacity building in data systems, inclusive planning, and aligning mobility governance with Article 6 mechanisms.
