Abstract: This report explores how Marine Protected Areas (MPAs) can serve as effective platforms for blue carbon ecosystem management. It discusses the role of mangroves, salt marshes, and seagrasses in climate mitigation?highlighting their carbon sequestration rates, which are significantly higher than those of tropical forests. The publication introduces tools like the InVEST Coastal Blue Carbon Model and identifies essential data types for mapping and managing carbon stocks. Case studies from Kenya?s Gazi Bay, Madagascar?s Tahiry Honko project, and U.S.-based MPAs illustrate successful integration of carbon into conservation. The report underscores the need for community involvement, restoration strategies, and financial mechanisms such as carbon offsets and NDC-linked finance. Kenya?s National Mangrove Ecosystem Management Plan is presented as a pioneering example of policy integration and community-based blue carbon planning. The report merges empirical models, policy frameworks, and economics to support sustainable marine management.
