Abstract: This research paper investigates governance factors influencing the sustainable exploitation of Kenya?s blue economy through a focused case study on the Kenya Maritime Authority (KMA) in Mombasa County. Using agency and stakeholder theory, it assesses practices such as transparency, participation, efficiency, and equity in managing maritime resources. Surveys among KMA staff, maritime industry players, and NGOs highlight the role of accountability tools (audits, budgeting, procurement oversight) and operational efficiency in driving better outcomes. Regression analysis reveals strong links between governance practices and improved job creation, innovation, and biodiversity management. The paper advocates for institutional strengthening of KMA, participatory governance models, and cross-sector stakeholder platforms. It also frames marine governance within climate resilience, equitable resource access, and long-term sustainability strategies.
