Abstract: This report critically examines the fragmented global governance structures addressing plastic pollution and associated hazardous chemicals. It identifies legal gaps across the plastic life cycle?from extraction and production to use and disposal?and assesses existing multilateral agreements like Basel and Stockholm Conventions. It argues for new global frameworks that regulate polymers of concern, establish non-toxic circularity standards, and enforce lifecycle transparency. Mapping over 30 legal and voluntary instruments, the report provides a comparative analysis of enforcement effectiveness and stakeholder roles. Policy recommendations include stronger alignment between waste laws and chemical safety protocols, mandatory traceability, and global sustainability criteria. The publication emphasizes cross-sector collaboration, enforcement mechanisms, and international treaty upgrades.
