Abstract: This brief examines barriers to weather forecast adoption in ASAL pastoral zones. It highlights format mismatch, gendered exclusion, low trust, and inadequate access. Solutions include bundling forecasts with resources, scenario planning, and intermediaries like mobile vets and community health workers. The report promotes culturally rooted, co-designed forecast systems and literacy programs.
