Abstract: This report documents outcomes from a 2023 regional workshop convened in Nairobi on single-use plastics (SUPs). Attended by legislators, policy experts, NGOs, and business leaders, the workshop addressed legislative gaps, cross-border waste flows, enforcement challenges, and policy harmonization across East African Community countries. Key cases include Kenya?s plastic ban, Rwanda?s circular policies, and Flipflopi?s community-led plastic boat initiatives. Discussion focused on extended producer responsibility (EPR), sustainable substitutes, draft regional SUP legislation, and behavioral shifts. Technical sessions covered material innovation, regional coordination, and the Africa Group?s position on the global plastics treaty. The report includes legal reviews, treaty alignment strategies, and actionable proposals for regional SUP enforcement. Recommendations stress inclusive transition models, bottom-up accountability, and community empowerment to anchor circularity in legal reform.
