Abstract: This Country Focus Report evaluates Kenya?s climate finance ecosystem, highlighting the central role private sector financing must play in achieving NDC targets and green growth ambitions. Framed under AfDB?s African Economic Outlook 2023 theme, the report projects that Kenya needs $6.2 billion annually by 2030 to meet its commitments, yet current private sector contributions stand at only $979 million, revealing a major investment gap. The report identifies binding constraints including high capital costs, fragmented investment channels, skill gaps in developing bankable green projects, and underutilized natural capital assets. Opportunities include expanding blended finance schemes, issuing sovereign and thematic green bonds, enhancing carbon market readiness under Article 6, and formalizing public-private investment coordination. It presents strategies for monetizing forests, cropland, fisheries, and mineral ecosystems through instruments like blue bonds, ecotourism, and carbon credits. Recommendations target fiscal policy reforms, regulatory streamlining, and capacity-building measures across public agencies, DFIs, and the investment community. This document offers critical policy guidance for transitioning Kenya?s climate agenda from commitment to implementation.
