Abstract: This report from SEI delves into the governance challenges of climate migration, framing it within justice and equity rather than security. It explores eight complex themes including conflict-linked displacement, migration as adaptation, and hotspot modelling. Drawing from projects like HABITABLE and Adaptation Without Borders, the document presents comparative insights from Africa, Asia, and Latin America. It critiques simplistic narratives linking climate change directly to violence and displacement, urging a more nuanced, inclusive, and participatory governance approach. Key recommendations emphasize rights-based solutions, social protection, community agency, and decolonial methodologies. By positioning migration within broader adaptation frameworks, this report strengthens policy design for climate-resilient livelihoods and inclusive mobility.
