Abstract: This Regulatory Impact Assessment outlines Kenya?s adoption of ICAO?s CORSIA protocols to reduce aviation sector emissions. The regulations apply to international operators emitting over 10,000 tCO? annually from aircraft above 5,700 kg. It mandates monitoring, reporting, verification systems, and registration with a CO? emissions registry. Policy alignment spans Vision 2030, ICAO Annex 16 Vol IV, Civil Aviation Act 2013, and EAC-CASSOA standards. Kenya commits to global climate goals while protecting air transport competitiveness. The RIA evaluates costs and benefits, stakeholder feedback, and implementation readiness. MRV mechanisms, offset frameworks, enforcement protocols, and penalties are covered. The regulation enables registry interoperability, environmental audits, and carbon unit tracking. Future readiness for sustainable fuels and emissions avoidance is addressed. It affirms Kenya?s capability to align with international obligations and build a robust aviation climate framework.
