Abstract: This discussion paper investigates how emerging European Union circular economy policies impact Kenya?s textile exports. As EU regulations tighten on traceability, ecodesign, and waste management, Kenyan exporters face compliance pressure. The paper analyzes how Kenya can adapt through vertical integration, circular design, second-hand sorting, and digital product passports. It emphasizes upgrading through process efficiency and participation in green value chains. Drawing from Ethiopia?s policy models and global circular protocols, the paper offers recommendations for Kenya-EU cooperation on investment frameworks, industrial policy, and circular skill-building.
