Abstract: This background paper outlines governance strategies for conserving ABNJ in the Western Indian Ocean, with focus on ecological connectivity between EEZs and high seas. It examines pressure from fisheries, larval dispersal, and oceanographic shifts. Legal and institutional frameworks including the BBNJ Agreement and RFMO mechanisms are reviewed. Stakeholder roles and equity issues are analyzed, alongside implementation barriers. It concludes with recommendations for regional coordination platforms, sustainable financing, and capacity development, positioning ABNJ protection as vital to marine biodiversity and cross-border environmental cooperation.
