Abstract: This strategic plan builds on the county?s PCRA report and defines a multi-sector climate adaptation framework. It targets priority sectors?agriculture, water, energy, infrastructure, health?and proposes legislative integration via the CCCF Act and Climate Financing Policy. The action plan outlines eight goals including food security, disaster risk reduction, renewable energy transition, and health system climate-proofing. It introduces governance tools: CCCF board composition, planning committees, and mainstreaming in CIDP cycles. Financial instruments include annual CCCF allocations and donor mobilization strategies. A monitoring framework tracks progress against NDCs, NCCAP 2023?2027, and local indicators. The document promotes inclusive stakeholder engagement and embeds climate change adaptation in county law, planning, budgeting, and service delivery. It models devolved climate action as mandated by Kenya?s Climate Change Act.
