Abstract: This Sub-County Climate Change Adaptation Action Plan (CCAAP) 2023?2027 is tailored for Turkana West, an arid region challenged by rising temperatures, declining rainfall, conflict, and high human mobility. Developed through a participatory, locally-led process, the document offers a comprehensive diagnosis of the sub-county?s vulnerability landscape across seven wards, especially in the context of host-refugee dynamics in Kakuma and Kalobeyei. It assesses climate change trends, rainfall projections, ecosystem degradation, gender-differentiated vulnerabilities, and institutional gaps. Priority adaptation and mitigation strategies include water harvesting, rangeland restoration, early warning systems, renewable energy, and conflict-sensitive governance. The plan promotes climate-resilient livelihoods and integrates county, national, and IGAD regional frameworks. Emphasis is placed on strengthening ward climate committees, participatory resource mapping, and integration with the CIDP and FLLoCA frameworks. The plan supports anticipatory planning to reduce displacement and enhance resilience in fragile humanitarian-development interfaces.
