Abstract: The Turkana CCCAP 2023?2027 provides a community-based roadmap to confront escalating drought, flash floods, and heat extremes. Built through a consultative process in all 30 wards, it integrates community vulnerability assessments and aligns with FLLoCA, NCCAP, and CIDP goals. It targets resilience in pastoralism, agropastoralism, water systems, health, peacebuilding, and infrastructure. The plan documents the strategic use of County Climate Change Funds and introduces climate governance tools such as monitoring frameworks and inclusive budget allocations. It places emphasis on cross-border migration dynamics and recommends adaptive mobility strategies supported by peace committees. Priority programs include water harvesting, early warning systems, climate-smart agriculture, and conflict risk reduction. Turkana positions itself as a frontline ASAL county investing in locally led adaptation strategies through multi-sectoral and inclusive governance mechanisms to navigate uncertainty and climate-induced disruption.
