Abstract: This research investigates the structural barriers limiting marginalized communities' participation in land rights and climate resilience governance in Kenya and Tanzania. Focusing on Turkana and Garissa in Kenya, and Kilimanjaro region in Tanzania, it examines how land tenure insecurity, weak governance, and lack of climate knowledge inhibit adaptive capacity. The study found that limited awareness, exclusion from public participation, and poorly allocated climate resources further marginalize vulnerable groups, including women, youth, and persons with disabilities. Data were collected through focus group discussions, key informant interviews, and participant observation, and analyzed using a thematic framework. Policy and practice recommendations aim to strengthen agency, governance, and informed decision-making.
