Abstract: The report captures the 2022 implementation of the Strengthened Institutions for a Sustainable Climate (SISC) programme by the Swedish EPA. This regional initiative supports climate governance and capacity building across six African countries, including Kenya. It documents efforts to improve Nationally Determined Contributions (NDCs) and access to climate finance, enhance transparency systems, and strengthen institutional coordination. The report highlights technical exchanges, peer-to-peer mentoring, multilevel planning processes, and environmental data capacity building. For Kenya, the report details support for county-level structures and planning committees, including work in Migori. It emphasizes barriers such as data fragmentation, lack of fiscal readiness, and low integration across sectors. It further outlines progress in gender inclusion, youth engagement, climate-smart development budgeting, and improved monitoring frameworks.
