Abstract: This action plan outlines Siaya County?s climate priorities, building on PCRA findings. It evaluates climate hazards including rising temperatures, irregular rainfall, floods, and drought and their impacts on agriculture, fisheries, infrastructure, energy, and public health. The document incorporates rainfall projections under RCP4.5 and RCP8.5, aligning with Kenya?s NDC commitments. Strategic interventions include promotion of climate-smart agriculture, water infrastructure development, ecosystem restoration, adoption of biomass alternatives, and strengthening local adaptive capacity. It outlines financing pathways via county climate funds and partnerships. Coordination mechanisms include ward climate committees and technical planning units. The plan embeds implementation timelines, monitoring indicators, and investment matrices to track progress and ensure community-led development. It also integrates policy commitments from Siaya?s Climate Change Act (2021), Policy (2020), CIDP 2023?2027, and Vision 2030.
