Policy Brief: The Interaction Between Climate Change, Labour Markets And Migration In The IGAD Region

Abstract: This policy brief synthesizes findings from ILO-led research into the intersections of climate change, labour markets, and migration within the IGAD region. Drawing on case studies from Djibouti, Ethiopia, and Uganda, alongside wider regional literature, it examines the impacts of drought and other climate stresses on livelihood systems and mobility patterns. The analysis suggests that planned labour migration can serve as a viable adaptation strategy, but faces hurdles such as weak legal frameworks, discrimination, and limited infrastructure for resilience. The document advocates for harmonized mobility policies, integrated labour strategies, and investment in adaptation infrastructure. It also highlights challenges in remittance dependence, gender disparities, and the lack of comprehensive climate-security data. Recommendations include improving data systems, strengthening national legislation, and regional cooperation to facilitate safe and productive mobility in the face of climate volatility. The brief contributes to IGAD?s push for climate-resilient social protection and inclusive development.
