Abstract: This policy brief by the Global Mangrove Alliance provides a comprehensive analysis of legal and policy frameworks that support mangrove conservation, restoration, and sustainable use worldwide. It outlines how national legislation, financial mechanisms (e.g. blue carbon markets, PES), and community governance structures can help countries align with global climate, biodiversity, and sustainable development goals. Through case studies from Kenya, Costa Rica, Belize, Indonesia, Seychelles, and Panama, the brief highlights best practices in policy development, community engagement, and incentive design. It emphasizes how mangroves contribute to SDGs, NDCs, and the Kunming-Montreal Global Biodiversity Framework, and explores tools such as national mangrove strategies, marine spatial planning, and environmental impact assessments. Additionally, it introduces key principles for high-quality blue carbon projects and sustainable mangrove restoration, grounded in equity, science, and climate justice. The brief concludes with policy recommendations for integrating mangrove goals into national strategies and cross-sectoral planning.
