County Government of Makueni
Abstract: This Environment Action Plan from Makueni outlines integrated strategies for protecting natural resources amid climate and development pressures. It identifies drivers of environmental degradation?deforestation, poor waste disposal, drought?and proposes multi-sectoral interventions in water, sanitation, agriculture, forestry, and land use. Anchored in EMCA 1999, the document institutionalizes climate adaptation and resilience planning across all departments. A budget of KES 24.2 billion is set across five years, mobilized from county resources, donors, PPPs, and instruments like GEF and GCF. Sectoral chapters provide in-depth analysis of risk zones, pollution loads, and community livelihoods. Governance reforms include strengthening local enforcement, promoting awareness, and mainstreaming climate justice through legal and social safeguards. A robust results matrix links action areas to Kenya?s climate policies. The plan positions Makueni as a leading example of codified environmental governance for ASAL counties.
