Lessons from Devolved Climate Finance for Locally Led Adaptation in Kenya

Abstract: This presentation, delivered at the 2023 Adaptation Fund NIE Seminar, showcases Kenya?s pioneering experience with the County Climate Change Fund (CCCF) mechanism?a flagship model for devolved climate finance and locally led adaptation. Developed and scaled by the Adaptation Consortium (ADA), the CCCF channels climate finance to subnational levels, empowering county governments and communities to plan and implement resilience-building projects. Key components include institutionalized county climate funds, participatory planning processes, the use of climate risk assessment tools, and an M&E framework rooted in the TAMD (Tracking Adaptation and Measuring Development) methodology. The initiative addresses challenges in access to climate finance, integration of local knowledge, and alignment with national frameworks. It emphasizes public participation, legal anchoring at the county level, and multi-stakeholder partnerships across government, civil society, and development actors.
