Abstract: This performance audit report by the Office of the Auditor-General evaluates Kenya's efforts in land conservation and restoration of quarries post-extraction, focusing on the role of the National Environment Management Authority (NEMA). The audit, covering 2012?2018 across 11 counties, reveals widespread environmental degradation due to inadequate rehabilitation, poor coordination among agencies, and lack of enforcement of decommissioning measures in quarry sites. It notes failure in EIA licensing compliance, absence of updated quarry inventories, and insufficient monitoring by NEMA. Recommendations include legal reforms to regulate construction mineral quarrying, establishment of a restoration fund through proponent bonds, and improved inter-agency consultation. The report stresses the environmental, social, and health hazards posed by unrehabilitated quarries and underscores the need for integrated land use and ecosystem restoration frameworks.
