Abstract: This technical brief evaluates water sector investments implemented under the County Climate Change Fund (CCCF) in Kitui. It analyzes governance, functionality, and sustainability of twelve projects?rock catchments, sand dams, and pipeline extensions?implemented since 2016. The findings show 59% of the projects remain functional after eight years. Community-led planning and robust structures like Ward Climate Change Planning Committees and Site Management Committees are credited for long-term success. The brief includes performance indicators such as water access improvements and institutional alignment with Kenya?s climate laws. It outlines gaps in monitoring and recommends ecosystem-based approaches and better technical oversight. Financing flows, procurement hurdles, and gender inclusion are discussed through case studies and quantitative benchmarks. The report ends with strategic lessons for scalability, emphasizing localized governance, transparency, and sustained public engagement as keys to climate adaptation in water-scarce regions.
