Abstract: This briefing note provides a rapid situational analysis of the flooding crisis that struck eastern and northern Kenya from October to November 2023, exacerbated by above-average rainfall due to El NiƱo and a positive Indian Ocean Dipole. The report identifies Garissa, Mandera, Wajir, Turkana, Tana River, Marsabit, Isiolo, and Samburu as the most severely affected counties, with over 58,000 people displaced, at least 46 fatalities reported, and major disruptions to infrastructure, health systems, and livelihoods. Refugee camps in Kakuma and Dadaab were also impacted. The flooding compounded pre-existing vulnerabilities from prolonged drought, damaged key agricultural assets, increased food insecurity, and heightened the risks of cholera, malaria, and intercommunal conflict. The note also details blocked transport routes, collapsed boreholes and sanitation facilities, and livestock and crop losses. Humanitarian needs include shelter, food, WASH services, healthcare, and emergency evacuation assistance. The report includes humanitarian access constraints and anticipates worsening conditions due to continued rains through January 2024.
