Abstract: This report outlines strategic initiatives aimed at transitioning Kenya?s urban waste management toward a circular economy, led by JICA in collaboration with national and county authorities. The project?formally titled ?Promoting Circular Model of Environmentally Sound Solid Waste Management in Urban Areas??is set to run from 2024 to 2029 across Nairobi City, Kiambu County, and Mombasa County. It responds to critical challenges such as low collection rates (around 60%), widespread illegal dumping, and the absence of sanitary landfills. Anchored in Kenya?s Vision 2030 and supported by the Sustainable Waste Management Act (2022) and the draft Extended Producer Responsibility (EPR) Regulation, the initiative emphasizes recycling, private sector engagement, and community collaboration. Pilot interventions aim to establish context-specific material recovery systems, integrating formal and informal actors including Producer Responsibility Organizations (PROs) and Community-Based Organizations (CBOs). Technologies like mobile apps and QR codes are proposed to enhance waste tracking, data management, and recovery optimization. The project further seeks to identify and disseminate best practices for Material Recovery Facilities (MRFs), enabling sustainable waste streams and employment opportunities. Through data-driven decision-making and cross-sectoral dialogue, this initiative is poised to restructure Kenya?s urban waste landscape and accelerate progress toward national sustainability targets.
