Abstract: This research investigates the effect of Monitoring and Evaluation (M&E) training on the execution of county-funded water projects in Kisii County. Drawing on data collected from 200 county water officers overseeing 90 water-related projects, the study evaluates how M&E skills correlate with project performance indicators such as timeliness, budget compliance, and technical quality. Results show a statistically significant positive relationship, where trained staff demonstrate improved project delivery outcomes. The research further explores the existence of qualified M&E teams, the availability and use of monitoring tools, and the alignment of training programs with institutional goals. Gaps identified include inadequate training coverage, weak stakeholder feedback mechanisms, and limited follow-up protocols. The study recommends integrating M&E training into continuous capacity-building programs, developing standardized tools across counties, and improving documentation. This research offers valuable insights into how capacity development at county level can contribute to climate-resilient infrastructure planning and water service delivery.
