County Government of Laikipia, The National Treasury And Economic Planning
Abstract: This Participatory Climate Risk Assessment for Laikipia County was conducted under the FLLoCA programme to guide inclusive climate resilience planning. Using spatial data, stakeholder consultation, and sectoral analysis, the document identifies key hazards such as prolonged droughts, extreme temperatures, flash floods, soil erosion, and frost?all of which affect critical sectors like agriculture, health, water, and tourism. Vulnerability hotspots are mapped across sub-counties, with special emphasis on marginalized groups including youth, women, and persons with disabilities. RCP 4.5 and RCP 8.5 scenarios are used to project future climate impacts, enabling evidence-based planning. The report presents tailored adaptation strategies including climate-smart agriculture, integrated water management, circular economy solutions for waste, reforestation, public awareness, and governance enhancement. It connects risk assessments to budget frameworks, CIDP alignment, and monitoring indicators for climate investment.
