Abstract: This policy brief explores how resilience financing in the IGAD region?including Kenya, Ethiopia, and Somalia?can evolve to be more accessible, integrated, and impactful. It identifies structural shortcomings in current financing approaches, such as overreliance on humanitarian response, fragmentation between climate and development finance, and underinvestment in long-term resilience. The report calls for an integrated financial architecture linking humanitarian aid, climate adaptation, and national development strategies via pooled instruments, improved public-private partnerships, and increased climate finance access for fragile and conflict-affected states. It features Kenya?s FLLoCA program as a case study and emphasizes locally led climate action and inclusive growth. The findings aim to support implementation of the IGAD Climate Adaptation Strategy (2023?2030).
