Abstract: This Final Reviewed Participatory Climate Risk Assessment (PCRA) report captures a comprehensive mapping of vulnerabilities, risks, and adaptive capacities across Mandera County as part of the FLLoCA program. Structured through consultations held in early 2023, it integrates insights from community elders, youth leaders, local administrators, and county officers. The report identifies four major climate-related risks?prolonged droughts, flash floods, livestock disease outbreaks, and cross-border insecurity?that threaten critical livelihoods centered on pastoralism, trade, and dryland agriculture. It combines historical climate calendars, hazard frequency charts, and sub-county risk profiles to guide adaptation prioritization. Proposed interventions include climate-smart agriculture, resilient livestock systems, water harvesting, community-based early warning systems, and health sector strengthening. The report aligns technically and strategically with the County Integrated Development Plan (CIDP) and County Climate Change Action Plan. Its participatory design and inclusive methodology offer a replicable framework for devolved climate governance and locally-led resilience building.
