Abstract: This OECD case study presents Korea’s CSA program targeting marginalized women farmers across ASAL counties—Turkana, Laikipia, Kitui, and West Pokot. Delivered by UN Women, FAO and World Vision, the initiative combines group-based economic empowerment, gender-responsive budgeting, and CSA training with value chain integration. Outcomes include 110% income improvement, gender inclusion in county planning, and restoration of degraded grazing lands. The study highlights decentralization of training, community-led business planning, and male engagement to accelerate impact. Results are backed by budget tracking tools and multi-year CSA implementation blueprints. Governance factors such as county ownership, local institutional capacity, and resource alignment are emphasized. The document demonstrates how CSA frameworks, when integrated into county CIDPs and climate funds, can uplift vulnerable groups while building sustainable agriculture systems.
