Abstract: This draft policy provides a comprehensive framework to guide Kenya's transition toward a low-carbon, climate-resilient development pathway using fiscal incentives. It outlines strategic green fiscal measures?including taxation, subsidies, green bonds, and investment promotion?designed to attract private sector finance, support innovation, and mainstream environmental sustainability into national budgeting, planning, and development. The framework evaluates green fiscal reforms across 11 critical sectors (e.g., agriculture, infrastructure, energy, water, manufacturing) and proposes tailored actions such as carbon taxes, ecological fiscal transfers, green public procurement, and disaster risk financing. The policy also sets out implementation principles, institutional arrangements, and monitoring mechanisms to ensure equity, efficiency, and alignment with Kenya?s NDC and Vision 2030 goals.
