Abstract: This study explores the dynamics of community water governance in the Lower Thiba Sub-catchment, Kenya, where over 70% of the population relies on water for irrigation. It evaluates how formal and informal institutions, along with legal frameworks such as the Water Act 2016 and Kenya?s devolved government structure, influence water resource management. Through surveys, focus groups, and interviews with 375 participants, findings reveal high awareness (76%) of existing water institutions and a general understanding (61%) of water governance concepts. However, despite widespread compliance (80%), there remain gaps in enforcement, coordination, and public engagement?particularly in the lower sub-catchment zones.
