Abstract: This report documents a flood simulation exercise under the WAHAFA programme led by Welthungerhilfe Kenya and PACIDA in Isiolo County. The exercise aimed to test the Anticipatory Action Plan (AAP), evaluate early warning message design, and improve community communication strategies in flood-prone areas. It emphasizes inclusive risk communication, tailored messaging for different social groups (e.g. women, persons with disabilities), and the use of trusted channels such as radio and bulk SMS. It highlights the role of traditional knowledge, local forums like the traditional parliament, and conflict-sensitive evacuation messaging. Practical outcomes included co-developed messages and refined dissemination protocols to enhance readiness and response across vulnerable communities.
