Abstract: This technical brief presents findings from a 2023 longitudinal study evaluating nine public good water infrastructure investments in Isiolo County funded through the County Climate Change Fund (CCCF). It analyzes the functionality and governance of community-led investments such as water pans and boreholes to address chronic water scarcity in ASAL regions. Challenges include vandalism, conflict, weak maintenance systems, insecure sites, and incomplete rehabilitation. The brief emphasizes the role of inclusive planning, local knowledge, operational financing, and integrated design for resilience. Recommendations include better siting of infrastructure, season-specific usage plans, and capacity building to ensure sustainability.
